Ketchikan Alaska Community and City Services

City Attorney

The City Attorney provides certain legal services to the City Council, Ketchikan Public Utilities, and General Government Departments; provides legal representation to General Government and Ketchikan Public Utilities on matters where legal representation is not otherwise provided; drafts contracts, ordinances, and other legal documents for the General Government and Ketchikan Public Utilities; and interprets, applies, and prosecutes the ordinances and policies of the General Government and Ketchikan Public Utilities. This office does not provide legal services or advice to private individuals.

City Clerk

The City Clerk’s office makes every effort to present a courteous, service-oriented team of professionals who provide quality administrative support to the City’s elected officials and staff, and to serve the public by providing a liaison between the community and government through the dissemination of information. The City Clerk is appointed by the Mayor and City Council.


City Manager

The City Manager's Office serves as the chief administrative branch of Ketchikan municipal government. Comprised of a staff of three, it oversees the daily operation of 13 separate departments and numerous operating divisions of the City that have a combined operating budget in excess of $29.9 million per year. It is directly accountable to the City Council and assists the Mayor and Councilmembers in the coordination, supervision and administration of all City operations.


Ted Ferry Civic Center

Mission Statement: The Ted Ferry Civic Center is a multi-purpose public facility intended to encourage a balance of uses to meet the economic, social, cultural, and convention needs of the Ketchikan community. It is the mission of the Ted Ferry Civic Center Staff to operate the Civic Center in a courteous and professional manner; to ensure that the building is maintained, available, and operationally ready to meet the needs of those who desire to use it; to assist the public in coordination and production of events from booking through final billing; and to provide flexible service to those with special needs. The Civic Center staff is committed to ensuring that the facility and services provided reflect favorably on the City of Ketchikan.

Mission
The Finance Department is committed to supporting the citizens of Ketchikan, the City Council and the City management team by providing accurate, timely and reliable financial and data processing services. The quality of service is expected to meet or exceed the highest professional standards. The delivery of services provided by the Finance Department are expected to meet the needs of those we serve and to reflect positively on the City of Ketchikan.


First City Libraries

The Ketchikan Public Library is part of First City Libraries, which provides quick reliable online access to its holdings, circulation data, cataloging data, and other information on the First City Libraries System. This system is a cooperative effort between the City of Ketchikan, the Ketchikan Gateway Borough School District, and the University of Alaska Ketchikan Campus Library. It links the Public Library with all the libraries of the district thereby giving all citizens access to materials.

Gateway Center for Human Services
Mission:

As a community resource, we join & walk with people as they discover & achieve their paths to a healthy, satisfying life.

Gateway Center for Human Services was the first community mental health center established in the state of Alaska in 1970. The Center philosophy integrates mental health and substance abuse treatment approaches in its programs. Gateway is staffed with qualified, licensed, and experienced mental health clinicians, which include two (2) consulting psychiatrists, a clinical psychologist, licensed therapists, social workers and other staff members.

Human Resources

Mission:

The mission of the Human Resources Division is to support management and employees of the City of Ketchikan and Ketchikan Public Utilities, in order to attract and retain a work force that can provide efficient and cost-effective services to the community. The Division provides centralized personnel and employment services to all City and KPU departments including, but not limited to: employee recruitment and selection; establishing and maintaining job descriptions; updating the employee performance evaluation system and notifying supervisors when evaluations are due; administering the compensation plan; developing and administering personnel polices and procedures; ensuring compliance with state and federal labor laws; maintaining employee records; assisting managers with grievance resolution and disciplinary actions; serving as a member of the City’s and KPU’s collective bargaining teams; ensuring that the City and KPU have well trained work forces; and managing employee recognition programs.


Museums

Mission:

The City of Ketchikan Museum Department preserves and interprets the history of Ketchikan and Southeast Alaska for the benefit of present and future residents and visitors to our community. The Department operates two museums: the Tongass Historical Museum and the Totem Heritage Center. Together, the museums offer a wide array of permanent and temporary exhibitions, public presentations, educational programs, classes, and workshops.


Public Works

The mission of the Engineering Division is to consistently provide high administrative and engineering support to City residents and to each of the operating divisions of General Government and Ketchikan Public Utilities. The Engineering Division is responsible for providing design engineering, contract administration, project management, inspection and surveying; plan reviews and building inspection; street and road maintenance, snow and ice control, storm drainage, street cleaning, traffic markings and sign maintenance; solid waste collection and disposal; administration of Cemetery operations and the maintenance contract; repair and maintenance of the City’s vehicle fleet and rolling stock; wastewater collection and treatment; and building maintenance and repair.

Port & Harbors

Ketchikan’s “First City” is the gateway to the inside passage. Come visit Ketchikan’s harbors, watch the wildlife, go fishing, enjoy the Native culture, and spend time shopping.

The Port & Harbors Department operates and maintains six boat harbors: Bar Harbor South, Bar Harbor North, Thomas Basin, Casey Moran, Knudson Cove, and Hole-In-The-Wall; the Port of Ketchikan, and three launch ramps.

Upon arrival, contact the harbormasters on VHF channels 16 or 73 (preferred) and stop by our new harbormaster office to register. Harbormasters are on duty seven days a week, 6 a.m. to 10 p.m., May through September. The harbormaster office is open Monday through Friday, 8 a.m. to 5 p.m., and is located in the parking lot above Bar Harbor North. The new building has public restrooms and showers for your convenience. There is a public telephone, and Internet access is available upon request.

Ketchikan has three fuel docks. Two are located south of town, near the Coast Guard Base, and one to the north end of town, across from the airport. There are tidal grids at Thomas Basin and Bar Harbor. Reservations are required for the use of grids. The gear float is located in Bar Harbor South and is available at no charge. There are two cranes and a hoist available. The harbors are in close proximity to 72-hour parking lots, restrooms, showers, laundry facilities and grocery stores. Public transportation includes a local bus route, taxis, airport shuttles, and a water taxi.
